Who cares if it's going to cost $40 million (the $5M estimate is just laughable), or more? The only way to get people onto bikes or walking and relieve congestion is to provide suitable facilities for them. "If you build it, they will come." In my mind it is a much more sensible investment in transport than spending a gazillion dollars on one (or more) tunnels across the harbour. No sane cyclist (or walker) would use the tunnels anyway... apparently the ones in Wellington are pretty sucky (wrt fumes) to ride through. Imagine one the length of the harbour bridge! Ew. (And if you think that modern extraction and ventilation systems can cope... I disagree).
